PANAMA CITY, Fla. (WJHG/WECP) - Congressman Neal Dunn was the keynote speaker at a Lunch and Learn meeting Wednesday, where he talked about the Affordable Care Act, the federal court house in Bay County and his newly introduced SEAT Act, regarding the United Airlines passenger scandal.

"I think we all saw that horrible thing that was done on the United Airlines to that gentleman that got dragged off, feet first, off the plane when he'd already been seated there and the truth is that could've happen to any one of us," Congressman Dunn said.

The new legislation was introduced Tuesday. It prevents airlines from bumping passengers off an over-booked flight, if the passenger has already boarded the plane.

"Once you're on the plane, they've given you a seat, they've assigned you a seat, they should not be able to take that seat away to give it to somebody who they prefer, that's just their priority. I think that they can make their priorities before people board the plane and that's all this does. It does not interfere in any way, with security," Dunn said.

Dunn also talked about the importance of protecting areas of the Gulf.

"We feel that it's very very important to protect the Gulf Test Range Zone, so, this is an area over the Gulf where all of our services practice real aerial combat," Dunn said.

He continues to say, "there's no place else in America that can duplicate this, no place. Not even Alaska can duplicate this. This is a unique range, it's a unique opportunity, we need to protect this thing for the good of the country, for the security of the country."

Congress is in recess, which means Congressman Dunn will be spending a little more time in the district.
